LG directs Delhi Police to check crime against NE women
NEW DELHI, Apr 6: Lt Governor Anil Baijal today directed the Delhi Police to be
more responsive towards crime against people, particularly women from the north-
He said individual responsibility of officers, including SHOs, will be fixed if there were instances of targeted crime against people from these states residing in Delhi.
The direction was issued at a meeting chaired by the Lt Governor to review the law and order situation in the city.
The police informed Baijal about the action plan for assisting people from north-
"Lt Governor alerted officers about hardships being faced by residents of Delhi from north east states, and cautioned them to be careful of any targeted crime against people from these states, particularly girls/women," the LG office said in a statement.
Special Commissioner (Women Safety) made a presentation to Baijal about various steps taken for women safety, use of CSR funds to increase employability of destitute and unskilled youths etc.
The official also briefed the issues faced by residents of Delhi belonging to north eastern states, it added.
Earlier, in February, concerned over incidents of crime against women in Delhi, Lt Governor Anil Baijal had issued directions to constitute a Study Group comprising eminent sociologists, psychologists and experts to analyse the root cause of such offences and recommend corrective action.

City Police collects Rs 40 lakh as penalty from traffic violators in 2016-

ITANAGAR, Apr 6: The City Police collected revenue amounting to Rs 40 lakh in form
of penalties from traffic violators during 2016-
Talking to media persons, the SP said that there was an urgent need to educate the public on rules of the road.
Stating that majority of road accidents in the Capital Complex were mainly due to reckless and drunk driving, negligence of traffic rules and regulations, the SP appealed to all to obey traffic rules, and asked both riders and pillion riders to wear helmets for their own safety.
A traffic awareness programme is being organized on April 29 and 30, wherein traffic related issues within the Capital Complex will be discussed, besides distribution of booklets/ leaflets containing traffic education by Nagrik Bhairchara Samiti in coordination with the City Police.
Earlier, the Nagrik Bhairchara Samiti was constituted with the SP as its Chairman in a meeting held in his office chamber. The committee will coordinate with the police in creating public awareness on various issues confronting the society, such as gambling, child labour, drug addiction, human trafficking, besides traffic related issues.
The meeting, which was chaired by the SP stressed on the need for better understanding between police and public to maintain law and order, peace and tranquility in the twin capital city.
The meeting was attended, among others by DNGC Principal Kumar Tok, SDPO Itanagar Hanyir Techi, SDPO Naharlagun Make Bui, Reserve Inspector C Longri, Councilor Tatung Tania, Techi Mema and social workers.
PS displeased with low attendance of APSTS employees
ITANAGAR, Apr 6: Parliamentary Secretary for Transport & Supply, Likha Saaya took serious exception to the low attendance of the office staffs and employees of the Arunachal Pradesh State Transport Service (APSTS) at Papu Nallah in Naharlagun today.
Making a surprise inspection of the office of the General Manager of the APSTS, Saaya expressed dissatisfaction with the attendance of the employees and stressed on biometric registering system to maintain a proper check on the punctualities and regular attendance of the office employees and staff. This, Saaya stressed on while advocating for adherence to strict work culture for transparency and accountability.
The Parliamentary Secretary also expressed concern on the dilapidated condition of the office building apparently made worse by the prevalent water leakages within the office building which he opined, gave a bad impression of the entire office premises.
Accordingly, emphasising on a hygienic surrounding and also proper storage system for all the scrap items inside the offices, Saaya exhorted the employees and the staff to adhere to cleanliness on the lines of Swachh Bharat Abhiyan.
Notably, General Manager Abu Tayeng was not present during the surprise visit by the Parliamentary Secretary. However, it was learnt that he was on official work at Yupia to attend to certain judicial matters. Meanwhile, interacting with the staff and employees present during the visit, Saaya reiterated on the need for dedication and punctuality for better results and output of the Transport Department.
Reservations aside, on matters of low attendance and lack of cleanliness within the office premises, Parliamentary Secretary Saaya, however, expressed happiness over the recent achievements by the APSTS in surpassing the revenue targets.
The APSTS has surpassed its overall revenue target with Rs 16.25 crore and an average of 108 percent. The department target was set at Rs 15.3 crore with 107 percent annual revenue.
General Manager Tayeng informed that all stations, barring a few, have achieved the revenue target, while some stations displayed phenomenal performances.

Governor meets His Holiness
ITANAGAR, Apr 6: Governor P B Acharya on Thursday met His Holiness the 14th Dalai Lama at Thupsung Dhargye Ling Monastery, Dirang in West Kameng district and exchanged greetings and shared religious views.
Recalling his journey in March 1959, His Holiness expressed his appreciation to the people of India and Arunachal Pradesh for the warm reception accorded to him. He said that India is the only country which combines modern education and technology to tackle destructive and negative forces.

The said stretch of the road, which serves as lifeline for the people living in interior and upper regions of the district, has been lying in extremely bad condition for the last several years, causing great inconvenience to the commuters, said RAYA in a release.
The work has been reportedly executed by filling sand in the potholes, which have been washed away by rain water and turned the road into a slippery mud path, and extremely dangerous for the commuters.
Moreover, in some portions of the road, the drainage system has been dumped with sand leading to the accumulation of rain water in the middle of the road.
"In fact, in the guise of maintenance work, the contractors engaged in the maintenance work have completely damaged the road and turned it from bad to worse," the association claimed.
The association also alleged that the works were awarded to some inexperienced contractors without floating any tender notice.

Forum demands closure of SMS Smelter factory
LEKHI, Apr 6: The SMS Smelter Ltd/Shree Salasar, Lekhi Village Pollution Affected People's Forum (SSSLVPAPF), led by its chairman Takam Xavier in a memorandum submitted to Chief Secretary S D Gamlin has appealed for immediate shifting of the SMS Smelter factory from its current location at Lekhi Village here.
The Forum apprised the Chief Secretary that the factory has been emitting harmful smoke (hazardous for living beings) for the past several years, causing immense effect to the health of people, especially students who live in and around the area.
Numerous government and private educational institutions, including Law College, Women's College, B Ed College,
besides important business establishments and transport junctions are located in Lekhi village and Nirjuli. The working class and students in the area are inhaling poisonous smoke emitted from the factory, the Forum wrote.
It also added that as per latest inspection report, diseases like cancer, tuberculosis etc have rose to 45 percent in the area as the factory is believed to be emitting carbon dioxide, carbon monoxide and particulate pollutants containing heavy metals which are hazardous for all living beings.
Further, opining that the shifting of the factory may take time, the Forum has appealed to the Chief Secretary to shut it down at the earliest and has also threatened to approach the court of law if its demand is not met.
The All Arunachal Pradesh Public Transport Federation (AAPPTF), led by its President Dobing Sonam had also recently submitted a representation to the Chief Secretary demanding that the said factory be shut down at the earliest.
Apnes receive funds for smart class, mini solar power project
TEZU, Apr 6: Funds for smart class, kitchen improvement, mini solar power project and fruit processing unit for the Apnes of Lohit Library were announced by Colonel Arun K Lal during the Apurba Diwas 2017 celebrations at Anugrah on Wednesday last.
Colonel Lal further informed that funds for the four schemes were released to the Anu Shiksha Seva Trust and that the projects can be implemented immediately.

DIRANG, Apr 6: Tibetan Spiritual leader, the Dalai Lama today consecrated the Thupsing Dhargye monastery through an elaborate Buddhist ritual.
The foundation stone of the monastery was laid by former CM Dorjee Khandu in 2007.

TEZU, Apr 6: Loom accessories and yarns were distributed to a total of 116 beneficiaries of the Chief Minister's Indigenous Textile Promotion Scheme by Minister of Art & Culture and Research, Dr Mohesh Chai and Lohit DC, Danish Ashraf during a Department of Textile & Handicrafts organized distribution programme on Wednesday last.

Ensure 100% vaccine coverage: DC
PASIGHAT, Apr 6: East Siang Deputy Commissioner (DC) cum Chairman of the District Health Society, Tamiyo Tatak has asked the stakeholders to ensure 100 percent vaccine coverage of targeted children under Mission Indradhanush (MI) in the district.
He was addressing the stakeholders at the District Level Task Force Immunisation (DTFI) review meeting on MI and IPPI on Thursday.
It is worth mentioning here that the third round under the fourth phase of MI begins from April 7 to 14.
The DC directed the DMO and DRCHO to constantly monitor the performance and also asked the medical officers to guide and sensitize the paramedical staff at their respective PHCs and CHCs. Chinese are expected to increase rhetoric over their claim on Arunachal and in all probability will try to inflame Kashmiri separatists to target India.

Don’t allow minors to ride or drive
Dear Editor,
With utter dismay for rash and reckless driving of adolescent prevailing or practiced
by younger generation in capital complex and other parts of state, I would like to
share about a incident that happened with me on 3rd April 2017 at A-
The said incident occurred when I already crossed the road in order to go to a garage near Polito’s Pizza. All of a sudden one scooty with three people in it hit my car at the driver’s door.
After seeing that one of the riders was unconscious while pillion rider received
minor injury, I took them to Tomo Riba State Hospital Naharlagun with my damaged
car despite of heavy traffic jam within 8-
But instead of thanking me, some of the relatives snatched my car key and started to accuse and rudely warned me inside the hospital, where as their children had totally disobeyed the traffic rules. Fortunately one ‘God Man’ shri Tadar Mama came as witness at hospital and narrated the reality of the incident, otherwise some other circumstances might have been be created by relatives.
Therefore, I have these queries to the relatives. Firstly, incase if the riders had died on the spot or at hospital, who would have been the responsible? Secondly, who would have been the responsibility if I or others were injured due to their rash driving? Thirdly, who will take the responsibility to repair my damaged car?
Taking this opportunity, I would like to appeal to all the parents, please do not allow minor children to drive or ride any vehicles. I also would like to suggest the traffic police to strictly check against the reckless minor drivers.
